Whether we\u2019ve connected in your cellar, tasting room, at a growers meeting, walking through your vineyard, or over a quick coffee, I\u2019ve truly appreciated your honesty, insight, and passion. You\u2019ve made me feel incredibly welcome and, more importantly, you\u2019ve taught me a lot.<\/p>\n<p>Here\u2019s a quick snapshot of what I\u2019ve heard, what we\u2019re doing, and what comes next.<\/p>\n<p><strong>What I\u2019ve Heard<\/strong><\/p>\n<p>Across every region I\u2019ve visited, a few things stand out:<\/p>\n<ul>\n<li>There\u2019s real anxiety about climate instability, vintage loss, and long-term sustainability. You\u2019re not just worried about your business, you\u2019re worried about your families and your future.<\/li>\n<li>You\u2019re frustrated by interprovincial shipping barriers and Alberta\u2019s new tax structure. It feels like we\u2019re being punished for our success.<\/li>\n<li>There\u2019s an urgent need to extend and improve Vintage Replacement supports.<\/li>\n<li>Most importantly, you want to feel heard, represented, and united as an industry.<\/li>\n<\/ul>\n<p><strong>What We\u2019re Doing<\/strong><\/p>\n<p>We\u2019ve made advocacy our priority, backed by strong data and a unified message:<\/p>\n<p><span style=\"text-decoration: underline;\">Vintage Replacement Support<\/span><br \/>\nWe started by listening. We gathered feedback, studied issues with the Olympic average calculation, and worked with economic experts to back up our advocacy with strong data. Here\u2019s what we learned:<\/p>\n<ul>\n<li>Without an extension, BC wine production is expected to stay well below capacity until at least 2030.<\/li>\n<li>Because of significant replanting, the 2025 vintage may reach just <strong>51% of potential output<\/strong>.<\/li>\n<li>Direct revenue losses in 2025 could exceed <strong>$216 million<\/strong>.<\/li>\n<li>Government supports this year helped protect up to <strong>3,333 jobs and $192 million in wages<\/strong>. But in 2025, <strong>1,800+ jobs, and $105 million of payroll, remain at risk.<\/strong><\/li>\n<\/ul>\n<p>We\u2019ve repositioned this program as a resilience strategy, not a bailout. When will we have an answer? Cabinet changes and government timelines are complicating things, but I expect more clarity soon. We\u2019re advocating for support this fall and building toward a longer-term, sustainable framework for the future.<\/p>\n<p><span style=\"text-decoration: underline;\">National DTC Access<\/span><br \/>\nEarlier this month, I brought our message to Parliament Hill and Queen\u2019s Park. Most officials agree in principle. But when we dig into the taxation piece, things get murky. One official was surprised to learn that when BC wine is treated like it was produced in another province, it gets double or triple taxed, making it unaffordable for consumers.<\/p>\n<p>The push is now toward a national solution by May 2026, with increasing alignment from provinces and federal leadership.<\/p>\n<p><span style=\"text-decoration: underline;\">Alberta Taxation<\/span><br \/>\nTo be blunt, I\u2019m disappointed with Alberta.<\/p>\n<p>Their new ad valorem tax puts real pressure on BC wineries. We\u2019ve met with ministers and senior staff to explain how the markup structure is unfair, punitive, and undermines interprovincial collaboration. But so far, they haven\u2019t budged.<\/p>\n<p>We\u2019re coordinating advocacy with other industry groups and starting to make more noise in the media. This isn\u2019t about special treatment. It\u2019s about fair, evidence-based policy that protects jobs and economic growth.<\/p>\n<p><strong>How We\u2019re Advocating<\/strong><\/p>\n<p>In these first 90 days, we\u2019ve been building something bigger than any one issue: trust.<\/p>\n<p>As many of you have heard me say, effective advocacy comes from the ground up, not the top down. We\u2019ve made it clear to government and industry partners that WGBC is speaking with one voice, and that voice is yours. Our actions are shaped by what you\u2019ve told us in town halls, visits, and conversations.<\/p>\n<p><strong>Where We\u2019re Going<\/strong><\/p>\n<p>We\u2019re building trust, strengthening our message, and setting a foundation for long-term solutions. It\u2019s been a whirlwind start, and I wouldn\u2019t have it any other way.<\/p>\n<p>Those of you who know me know how much I believe in collaboration and community. From day one, I\u2019ve prioritized listening, learning, and connecting. In addition to three WGBC Board meetings, six Town Halls and dozens of winery visits, I\u2019ve met with industry partners including the BC Wine Grape Council and attended both the BC Grapegrowers\u2019 Association board meeting and the BC Wine Authority AGM. Each conversation has reinforced how much stronger we are when we work together.<\/p>\n<p>Here\u2019s a quick update on a few key priorities:<\/p>\n<p><strong>VINTAGE REPLACEMENT PROGRAM<\/strong><\/p>\n<p>WGBC has formally requested an extension of the Vintage Replacement supports. I\u2019ve been in constant contact with government to push for clarity. While progress is slower than hoped, the WGBC Board and I are working hard to get answers and will update you as soon as possible.<\/p>\n<p>Commitment to 100% BC Wine<br \/>\nWe\u2019ve reaffirmed our unwavering commitment to supporting 100% BC wine in partnership with the BC Grapegrowers\u2019. Even if sourcing out-of-province grapes remains an option for 2025, winery members have committed to purchase every high-quality BC grape available. Our associations are fully united in a shared belief that supporting the long-term health, growth, and sustainability of our industry is non-negotiable.<\/p>\n<p><strong>INTERPROVINCIAL TRADE ADVOCACY<\/strong><\/p>\n<p>On Canada Day, it struck me again how absurd it is that we still don\u2019t allow free movement of Canadian wine directly to consumers across provinces. BC has led by example, allowing wine from other provinces to come in without slapping on extra markups or taxes. Yet most provinces still treat BC wine as if it\u2019s imported from another country. One winery owner put it perfectly: \u201cWe\u2019re one country. Canadians in every province should have equal access to Canadian wine.\u201d No European nation would tolerate internal trade barriers like this. And neither should Canada.<\/p>\n<p>This week, I\u2019m in Ontario meeting with federal and provincial government officials to press for equal access to Canadian wine nationwide. I\u2019ve also shared our message in national media, including interviews with Global TV and CBC National News.<\/p>\n<p><strong>ALBERTA AD VALOREM TAX<\/strong><\/p>\n<p>We\u2019re continuing discussions with Alberta to oppose the new ad valorem tax on wine, which unfairly targets our industry. I\u2019m encouraged to see we are joined by our industry partners in Ontario and Nova Scotia who are also pushing back.<\/p>\n<p><strong>RETAIL ENGAGEMENT<\/strong><\/p>\n<p>Closer to home, we\u2019ve had productive meetings with Save-On-Foods and BC Liquor Stores on growing BC VQA wine sales and market share. Here are a few key takeaways:<\/p>\n<p><strong>Key Issues Discussed:<\/strong><\/p>\n<ul>\n<li><strong>Vintage Relief Program:\u00a0<\/strong>There was broad agreement that extending the current program is vital to help wineries stay afloat during the replanting period. Many attendees raised concerns about the Olympic average calculation used to determine eligibility and all agreed it needs to be updated to reflect real growth and inflationary cost increases.<\/li>\n<li><strong>BC VQA is Vital to our Future<\/strong>: Many participants want strong guarantees that BC-grown fruit will be prioritized over imported grapes. Everyone was clear: supporting local growers remains central to upholding the BC VQA standard.<\/li>\n<li><strong>Enhanced Replant Program (ERP):<\/strong>\u00a0Many advocated for applying ERP changes retroactively to better support current replanting efforts. We\u2019ll host a separate, focused discussion on ERP in the coming weeks to tackle this in more detail.<\/li>\n<li><strong>Interprovincial Shipping &amp; Taxation:<\/strong>\u00a0Alberta\u2019s new ad valorem tax and interprovincial shipping restrictions continue to pose barriers. As such, the Wine Grape Industry Task Force (WGITF) requested input from industry on recommendations for improvement for the next intake &#8211; anticipated for fall 2025. The shared goal is to enhance the effectiveness of the ERP and ensure broader uptake and long-term impact for BC\u2019s wine grape sector.<\/p>\n<p>On behalf of industry, the Wine Grape Industry Task Force (WGITF) has submitted a comprehensive set of recommendations to the Ministry of Agriculture and Food to improve the Enhanced Replant Program (ERP) for wine grapes. This work represents a strong step forward for the Task Force, thanks to the collaborative efforts of Wine Growers BC, BC Grapegrowers\u2019 Association, BC Wine Grape Council, Wine Islands Growers Association and numerous individual grapegrowers and winery representatives coming together to present a unified industry voice.<\/p>\n<p>These aligned recommendations for the ERP program include insights on certified clean vines, funding caps, cost-share structure and eligible expenses, highlighting important changes that if adopted may broaden and increase program uptake by industry. Thank you to everyone who took the time to contribute to these efforts.<\/p>\n<p><a href=\"https:\/\/docs.google.com\/document\/d\/1OLKJZyCBTprf8VIwyqakC9P2NgtIgK4jysXQdel_fBw\/edit?usp=sharing\" target=\"_blank\" rel=\"noopener\">ERP RECOMMENDATIONS MESSAGE MAP<\/a><\/p>\n<p>________________________________________________________________________________________________________<\/p>\n<p><strong>WINE GROWERS CANADA UPDATE: US SURTAX REMISSION ORDER<\/strong><\/p>\n<p>Wine Growers Canada (WGC) has provided targeted guidance on the application of the United States Surtax Remission Order (2025) as it pertains to Canadian manufacturers and processors engaged in food and beverage packaging.<\/p>\n<p>Objective: The Remission Order aims to mitigate the negative financial impact of US-imposed surtaxes on Canadian industry by allowing remission (refund or waiver) of these surtaxes on imported goods used in Canadian-based manufacturing, processing, and food\/beverage packaging.<\/p>\n<ul>\n<li>Applicable Surtax Orders: United States Surtax Order (2025-1), United States Surtax Order (Steel and Aluminum 2025), United States Surtax Order (Motor Vehicles 2025) (as applicable).<\/li>\n<li>Eligibility: Under Section 3 and Section 5 of the Remission Order, surtax relief is available for goods imported into Canada for use in (a) the manufacture or processing of any good; or (b) the packaging of food or beverages.<\/li>\n<\/ul>\n<p>The Customs Tariff defines these activities broadly to include adjustment, assembly, or modification of goods, thereby encompassing a wide range of operations in the food and beverage industry (e.g., bottling, labeling, sealing, canning). <a href=\"https:\/\/mcusercontent.com\/c99a82c45db1804e8ef13d4f1\/images\/f53e86b3-d00e-c1f4-0448-3a3587bfe20f.png\" target=\"_blank\" rel=\"noopener\">Click here<\/a> for the WGC list of all items subject to US tariffs as of March 2025.<\/p>\n<p>To qualify for remission:<\/p>\n<ul>\n<li>Goods must be imported before October 16, 2025.<\/li>\n<li>No other surtax relief claim can have been made under the Customs Tariff.<\/li>\n<li>A claim for remission must be submitted to the Minister of Public Safety and Emergency Preparedness within two years of the import date.<\/li>\n<li>Importers must maintain and submit supporting documents, including: Commercial Accounting Document (CAD), purchase orders\/invoices, bills of lading\/waybills, and documentation showing use in eligible processing\/packaging.<\/li>\n<\/ul>\n<p>Claiming Surtax Relief at Importation: Use Special Authorization Code: 25-0466C on the Commercial Accounting Declaration (CAD) for goods imported specifically for manufacturing, processing, and food and beverage packaging.<\/p>\n<p>Canadian entities engaged in food and beverage manufacturing, processing, or packaging are encouraged to leverage the 2025 Remission Order to reduce the cost burden of US-origin goods affected by surtaxes. Timely and accurate application is essential to benefit from this relief measure. The announcement included <a href=\"https:\/\/winebc.us13.list-manage.com\/track\/click?u=c99a82c45db1804e8ef13d4f1&amp;id=5a434ef8c2&amp;e=0fb0a3ba53\" target=\"_blank\" rel=\"noopener\">markup changes for wine<\/a>, to take effect on April 1, 2025.<\/p>\n<p>In response, Wine Growers Canada partnered with Wine Growers BC and Wine Growers Ontario to pen a letter issued to Alberta\u2019s Minister of Service Alberta and Red Tape Reduction to express our deep concerns, highlighting that this new tax would present a significant challenge for our industry and requesting an urgent meeting to discuss the matter further.<\/p>\n<p>Following continued advocacy efforts to open dialogue on repealing the policy\u2014with no changes to AGLC\u2019s planned implementation\u2014WGBC is taking more targeted action on behalf of BC wineries. We are issuing an additional letter strongly urging the Alberta government to pause the implementation of the ad valorem tax on the Alberta-BC Direct-to-Consumer wine program. Now is not the time to impose barriers to interprovincial trade or introduce policies that favour lower-cost import wines over Canadian producers.<\/p>\n<p><a href=\"https:\/\/winebc.us13.list-manage.com\/track\/click?u=c99a82c45db1804e8ef13d4f1&amp;id=0684ddd5b2&amp;e=0fb0a3ba53\" target=\"_blank\" rel=\"noopener\">WGBC Letter to Honourable Dale Nally, Minister of Service Alberta and Red Tape Reduction<\/a> &gt;<\/p>\n<p>Wine Growers BC is closely monitoring the situation and media coverage while continuing our advocacy efforts to support BC wineries. Additionally, the executive order includes a reduction in import tariffs on Canadian potash to 10%.<\/p>\n<p><strong>CUSMA Origin Requirement:<\/strong>\u00a0To qualify for tariff relief, exports to the U.S. must adhere to CUSMA rules of origin. Goods previously exported under the Most Favored Nations (MFN) origin system must switch to CUSMA origin to benefit from reduced tariffs. Products that entered the U.S. between March 4 and 7, 2025, prior to the latest tariff change, will remain subject to the higher tariff rates without the possibility of refund.<\/p>\n<p><strong>Canada&#8217;s Tariff Response:<\/strong><\/p>\n<ul>\n<li>Canada has maintained the Phase I tariffs on U.S. imports, amounting to $30 billion, which were first implemented on March 4, 2025.<\/li>\n<li>The $125 billion Phase II tariff list has been suspended pending further U.S. action on April 2, 2025.<\/li>\n<li>Although Phase II has been delayed, Finance Canada continues to 21-day consultation process, allowing industry stakeholders to submit arguments for product exemptions.<\/li>\n<li>The Phase II\u00a0proposed retaliatory tariff measures\u00a0are valued at $200 billion CAD, offering an opportunity to reduce up to $75 billion CAD from the list.<\/li>\n<\/ul>\n<p><strong>Wine Growers Canada Position:\u00a0<\/strong>Wine Growers Canada (WGC) has officially registered its opposition to the inclusion of several industry inputs on the U.S. tariff list, such as glass bottles, corrugated boxes, grape vines, grapes, grape juice, must, and bulk wine (see list in memo).<\/p>\n<p><strong>Call for Industry Feedback:\u00a0<\/strong>Wineries are encouraged to register their feedback on the proposed tariff list before April 2, 2025, using the Finance Canada consultation form. BCLIQUOR (BCL) stores are immediately halting the retail sale and removing from store shelves all U.S.-made liquor products manufactured in these states. These impacted products will continue to be available for purchase through LDB wholesale distribution channels until existing inventory in British Columbia sells through. This means private liquor stores, restaurants, bars and pubs will continue to be able to order impacted U.S.-made liquor products from existing inventory already in the province, while it lasts, including inventory in third-party warehouse. U.S.-made liquor products from non-red states will be unaffected at this time and will continue to be imported and sold by the LDB. The announcement included\u00a0<a href=\"https:\/\/aglc.ca\/liquor\/about-liquor-alberta\/liquor-markup-rate-schedule\" target=\"_blank\" rel=\"noopener\">markup changes for wine<\/a>, to take effect on April 1, 2025, and updates to the AGLC\u2019s small manufacturer policy, including annual worldwide production thresholds.<\/p>\n<p>The AGLC has advised that, starting April 1, 2025, an additional ad valorem markup will be applied to wine based on the invoice price of the product. In addition to the flat ($\/L) markup rate applied to all wines, products with an invoice price greater than $15.00\/L will be subject to supplementary markup based on the following phased approach:<\/p>\n<ul>\n<li>A five per cent rate applies to the invoice price greater than $15 per litre and not exceeding $20 per litre.<\/li>\n<li>A 10 per cent rate applies to the invoice price greater than $20 per litre and not exceeding $25 per litre.<\/li>\n<li>A 15 per cent rate applies to the remaining invoice price greater than $25 per litre.<\/li>\n<\/ul>\n<p>In response to these notifications of the implementation of a new ad valorem markup on wine, WGC partnered with WGBC and WGO to pen a letter issued to Alberta\u2019s Minister of Service Alberta this week, to express our deep concerns, highlighting that this new tax would present a significant challenge for our industry and requesting an urgent meeting to discuss the matter further. An early application period has been implemented given the possibility of a spring federal election. The program was put in place following sustained advocacy by Wine Growers Canada (WGC), and in its first three years has delivered an average $0.97 per litre, valued at $213 million.<\/p>\n<p>The WSSP offers short-term financial support in the form of non-repayable grants. The CFIA reviewed the use of the statement \u201cMade in Canada from\u00a0<em><strong>Washington<\/strong><\/em>\u00a0grapes\u201d and concluded that the statement would not be false or misleading. As such, the CFIA would consider the proposed claim to be compliant with the mandatory country of origin requirements and would be permitted. However, should wines be made from grapes from a different region in the future, it would be necessary for the labels to be updated to clearly indicate their origin.
